Vulnerability Overview
The Lightweight Cookie Notice – Cookie Banner for Cookie Consent plugin for WordPress is vulnerable to Sensitive Information Exposure in all versions up to, and including, 1.19 This is due to the W3TC_DYNAMIC_SECURITY constant being hardcoded to a publicly known value. This makes it possible for unauthenticated attackers to know the W3 Total Cache mfunc security key, which when W3 Total Cache is installed may allow arbitrary PHP code injection.

The vector marks this flaw as remotely reachable over the network, with low attack complexity — no special timing or configuration is needed, and no privileges on the target site, and no interaction from a victim user.
CWE-330: Use of Insufficiently Random Values
The product uses insufficiently random numbers or values in a security context that depends on unpredictable numbers.
Remediation
Update to version 1.20, or a newer patched version
How does WordSec protect against this?
Because it turns on account access, WordSec's login security is the relevant layer: role-based two-factor, captcha and brute-force limits raise the cost of getting the account this needs. None of that substitutes for the fix: Lightweight Cookie Notice 1.20 closes this, and updating the plugin is the step that ends it.
