The Files Download Delay WordPress plugin before 1.0.7 does not have authorisation and CSRF checks when reseting its settings, which could allow any authenticated users, such as subscriber to perform such action.

Any user who can reach the endpoint gets to run an action reserved for higher-privileged roles, from reading protected data to changing settings or content. For Files Download Delay the fix is 1.0.7: builds < 1.0.7 are affected, anything from 1.0.7 onward is not.
