Vulnerability Overview
WordPress Core is vulnerable to unauthorized site creation due to a missing check on the active signup policy in the 'gimmeanotherblog' signup action in all versions up to, and including, 7.0.2. This makes it possible for authenticated attackers, with Subscriber-level access and above, to create new sites on a multisite network that has been configured to allow user registration but not site registration. This issue only affects multisite installations.

A missing authorization check means a function is reachable by anyone who can reach the endpoint, because the code never asks whether the caller is allowed to perform the action.
Any user who can reach the endpoint gets to run an action reserved for higher-privileged roles, from reading protected data to changing settings or content. For WordPress 7.0 the fix is 4.7.34: builds 4.7.0 – 7.0.2 · 24 branches are affected, anything from 4.7.34 onward is not.

How does WordSec protect against this?
Because it turns on account access, WordSec's login security is the relevant layer: role-based two-factor, captcha and brute-force limits raise the cost of getting the account this needs. None of that substitutes for the fix: updating to 4.7.34 is the step that ends it.
